After analysing 60 semi-structured expertinterviews, the author provided general results on sustainable energy and the dynamics of its development for Russiancities, the energy-saving policy, the efficacy of using renewable energy sources, and the means of improving theefficacy and sustainability of the Russian energy sector. The general conclusion suggests that experts evaluate thedynamics of the development of the energy sector as positive in the field of implementing and expanding the means andtools of energy saving. The disbursements of the commodity and export-based economic model and the impossibility ofusing renewable sources of energy due to a significant limitation of the spaces intended for the placement ofinstallations, as well as the existing bureaucratic system of the housing and utility sector were considered to beimpediments.
